The doctoral promotion examination of H Joncik Muhammad SSi SH MM MH

The Regent of Empat Lawang Regency in South Sumatra, H Joncik Muhammad SSi SH MM MH, has earned his doctorate in the Doctoral Programme in Law at Universitas Islam Sultan Agung Semarang (28/1), with a dissertation entitled "Reconstructing Regional Government Regulation in the Field of Public Security and Order on the Basis of the Value of Justice". The open doctoral examination was held on the first floor of the Faculty of Law building. His promoter was Prof Dr Gunarto SH MH, with co-promoters Prof Dr Anis Mashdurohatun SH MHum and Dr Erli Salia SH MH.

According to Joncik Muhammad: "Regional government policy in the field of public security and order is not yet entirely just. One example is Law No. 23 of 2014 on Regional Government. Article 255 paragraph (1) states that the Civil Service Police Unit is established to enforce regional regulations and head-of-region regulations, to maintain public order and tranquillity, and to provide protection for the community."
